A realistic pet emergency bag for a Tbilisi flat: what do you keep ready?

This is not about buying a tactical backpack. What small set of items has genuinely helped during a lift failure, water cut, urgent vet trip or temporary evacuation: carrier, copies of records, lead, towel, bowls, familiar food, medication list, charger or spare key?     A paper with two contacts and the clinic may still work when the phone battery does not. Avoid publishing those numbers here.

    The carrier needs to be accessible, not buried behind suitcases. Has anyone found a compact setup for a small flat?
