Quiet evening walks near State University for a small dog?

I am trying to map a calm 30–45 minute route around State University for a small dog. Ideally not right beside heavy traffic, reasonably lit after sunset and with enough space to avoid off-leash dogs if needed. Which streets or small green areas would you connect? Landmarks are more useful than a vague “around Saburtalo”.
